Can I participate of this award even if I'm not participating on the interface design competition? I read all the Accessibility award page and I think yes. But I just want to make sure.

[Update] By "not participating" I mean that I signed up on the competition, but I didn't submit an entry.

Yes, absolutely! This Award is open to anyone who is registered as an Interface Design competitor, regardless of whether you competed in Round 1. :)
